NFP Executive Director meets with Duma deputies

In the Duma of the Nakhodka city district, a meeting of the ecology commission was held on the implementation of the construction project of the Nakhodka Mineral Fertilizer Plant. The event was attended by the executive director of AO NFP Viktor Grebenyukov, who on the previous day had a tour for the deputies on the site of the future plant.

During the meeting, it was noted that the most important condition for the implementation of the project should be strict compliance with applicable laws in the field of environmental protection, as well as the adoption of measures to minimize environmental impact and ensure maximum environmental safety.

Victor Grebenyukov assured those present that all work on the construction site was initially planned in such a way as to ensure minimal impact on the environment. As an example, he cited that clearing of the site from trees and shrubbery affected no more than 14% of the total area of the site.

“Minimization of the environmental impact is largely achieved through the use of the most modern technological solutions. The choice of our EPC contractor was dictated primarily by the fact that this counterparty is able to ensure the widest possible use of advanced technologies, ”added the plant’s executive director.

He also noted that the search for "environmentally friendly" solutions for the future enterprise is directly related to the development of a section of project documentation on environmental impact assessment (EIA). Currently, in accordance with the law, the public is invited to familiarize themselves with and express their proposals for the preparation of the scope of work, which will later become the basis for the preparation of the EIA materials themselves. The EIA materials will contain information on all possible environmental impacts of the project and measures to minimize them (including the techniques and technologies used to achieve these goals).

“Today we are collecting public comments on the draft scope of work for the EIA materials. It is pleasant to realize how many residents of Primorsk really care about the fate of their native land and want to help us make the future plant as efficient and safe as possible. All comments on scope of work are carefully analyzed and taken into account in further work, ”Viktor Grebenyukov noted in this regard.

The Executive Director of NFP also emphasized that public discussions of the EIA materials are one of the most important stages of work on the project. Only after conducting public discussions on the EIA, the project operator can apply to the state environmental review and passing the state environmental review is a crucial condition for submitting to the GGE, which ultimately issues a building permit.

“We place great importance on the preparation for public hearings, as well as systematic dialogue with both project supporters and those who make constructive comments and suggestions. I am convinced that a consistent exchange of information is the key to the successful implementation of the project in our common interests, ”concluded Viktor Grebenyukov.

Nakhodka Mineral Fertilizer Plant (NFP) is a large-scale investment project for the construction of methanol and ammonia production capacities in the Russian Far East.

The construction is carried out under the “turnkey” EPC contract with the leading international contractor for the construction of gas chemical plants - China Chengda Engineering Co., Ltd.

The construction of the plant will ensure the creation of more than 1,500 highly qualified jobs in the Nakhodka city district, and after tax holidays and launch of the Phase 2, up to 14.5 billion tax revenues to budgets of all levels annually.
