AO Nakhodka Mineral Fertilizer Plant completed the first stage of public discussions as part of the Environmental Impact Assessment (EIA) procedure. The administration of the Nakhodka city district signed the Protocol on the completion of public consideration of the draft scope of work (SoW) for the development of EIA materials.
All comments received on the scope of work were carefully analyzed and included to the maximum extent in the final version of the SoW. In particular, local residents came up with a proposal to evaluate the possible impact of the project on the existing borehole water intakes of the Kozmino village, use the method of comparables in the preparation of the EIA, and also take into account scientific publications on changes under the influence of harmful emissions in similar Russian production facilities locations when forecasting changes in the diversity of flora and fauna. In addition, it was proposed to assess the impact of possible facility emergencies on nearby hazardous production facilities (coal terminals, Kozmino oil port), as well as the impact of emergencies at these facilities on the designed facility.
Currently, the development of the section of project documentation devoted to the assessment of the environmental impact of the planned facility is underway. The EIA section of the project documentation will also be presented to the general public for comments and suggestions.
“The implementation of the project is in strict accordance with the plan. The stage of public discussions of the SoW on EIA has been completed. In strict accordance with the Rules for conducting public discussions approved by the NGO Administration, a protocol has been signed.
A large number of local residents took part in the discussion of the scope of work for the EIA. We are grateful to them for their constructive position and valuable recommendations. These recommendations will certainly be taken into account in future work. Today we are preparing the EIA block itself. We will soon introduce it to the public and hope for its active participation. Nakhodka Mineral Fertilizer Plant (NFP) is a large-scale investment project for the construction of methanol and ammonia production capacities in the Russian Far East.
The construction is carried out under the “turnkey” EPC contract with the leading international contractor for the construction of gas chemical plants - China Chengda Engineering Co., Ltd.
The construction of the plant will ensure the creation of more than 1,500 highly qualified jobs in the Nakhodka city district, which will be exclusively hired from Russian specialists. The main recruitment is scheduled for 2021-2023. The average salary at the enterprise will be 117,214 rubles. After tax holidays and launch of the Phase 2, the project will bring up to 14.5 billion tax revenues to budgets of all levels annually.
