Investing in development: NFP acts as a catalyst for the region’s economic growth

Construction of the Nakhodka Mineral Fertilizer Plant (NFP) is progressing at an accelerating pace. Buildings and structures are being erected, equipment is being installed and steel structures work for the future industrial giant is going up. Representatives of the Corporation for the Development of the Far East and the Arctic assessed the progress of the project during a working visit to the site.

Over the past year the construction site has seen significant changes: the plant’s infrastructure has been prepared, more than two hundred pieces of equipment have already been installed, foundation work is ongoing, and concreting of the hydraulic section of the sea terminal has been completed. All this is the result of the combined efforts of the region’s leading enterprises. NFP has signed contracts with dozens of local companies, providing steady work for several thousand employees of those organizations.

“NFP, as an anchor resident of the TAD Nakhodka, receives the full package of envisaged benefits and preferences, as well as the infrastructure support necessary to prepare production. A free customs zone regime is used for the import of equipment. The Corporation provides comprehensive support for the project and is working with the investor to ensure that one of the largest plants in the Far East meets its planned start-up dates,” said Alexey Dunaev, the Director of the Corporation for the Development of the Far East in Primorye.

The volume of private investments into NFP amounts to 227 billion rubles, half of which has already been invested in the project. The contribution of the enterprise into Nakhodka’s economy makes it possible to increase expenses for the development of the third largest city in Primorye. In 2024, 47,7 billion rubles were invested in fixed capital. In terms of this indicator, the urban district ranks second in the region after Vladivostok.

“Today NFP is among the three largest investment projects in the Far East and among the top ten in Russia. In addition, after production startup we will become the largest employer in Nakhodka, with more than 1,500 employees in total. As of now, the priority will be given to local specialists — this is the basis of our staffing policy. Furthermore, such a large-scale production for the operating zone also means tax revenue for the budget,” said Viktor Grebenyukov, the Executive Director of NFP.

As a TAD resident, NFP will pay 25 billion rubles during the tax holiday period, and from 2036 onwards will transfer 13,5 billion rubles annually to budgets at all levels. The plant will produce 1,8 million tons of methanol annually and will enter the country’s top five by volume of finished products. The plant will reach its design capacity in 2027.
