Gadzhimagomed Guseynov: Construction of NFP is Proceeding According to Plan
The First Deputy Head of the Ministry for the Development of the Russian Far East inspected the progress of NFP construction
Gadzhimagomed Guseynov, the First Deputy Minister of the Russian Federation for the Development of the Far East and the Arctic, along with Evgeny Nikolaichuk, the Deputy General Director for Construction and Infrastructure of the Far East and Arctic Development Corporation (KRDV), inspected the construction site of the Nakhodka Mineral Fertilizer Plant (NFP) and expressed satisfaction with the progress of the work.
“We are impressed by the scale of the project and what we have seen today. Over 30 billion rubles have already been invested in this project. These funds are being used for construction and the development of the city. The plant is actively working with the public, having already created 200 jobs for local residents at the current stage. The priority is given to the residents of Nakhodka and the Primorsky Krai. There is active cooperation with local educational institutions, which is undoubtedly a positive trend. A gas distribution station has been built within just one year. NFP will become a biggest gas consumer, but thanks to this, it will also be possible to provide the population with gas. Objectively speaking, such huge projects cannot be implemented without state support. There are tools for both direct financial support and indirect support through tax incentives. And, of course, we are participating in the creation of supporting infrastructure. The project for the establishment of NFP is coordinated by Yuri Trutnev, the Deputy Chairman of the Government of the Russian Federation and the Plenipotentiary Representative of the President of the Russian Federation in the Far Eastern Federal District. According to our estimates, the all-round support, excluding indirect support, will amount to no less than 13 billion rubles. The plan and schedule have been approved, and the project implementation is on track,” said Gadzhimagomed Guseynov, the First Deputy Minister of the Russian Federation for the Development of the Far East and the Arctic.
The delegation inspected the infrastructure facilities: two roads have already been completed, active work is underway on the construction of a reserve potable water tank, wastewater treatment facilities, and the gas pipeline section from the Vrangel gas distribution station to the plant site.
“At present, all state expert examinations have been completed, and all necessary construction permits have been obtained. The mobilization of contractors is in progress at the site, and construction and installation work is being carried out. We are engaging local contractors, which provides Nakhodka with additional jobs with good salaries and tax revenues to the local budget. Currently, the site is undergoing engineering preparation, including complete leveling, followed by foundation pouring,” commented Victor Grebenyukov, the executive director of NFP.
It should be noted that at the end of March, a construction permit was obtained for the main facility of NFP – “5400 MTPD Methanol Plant. Nakhodka Mineral Fertilizers Factory”. The project documentation submitted by NFP complies with all environmental requirements, urban planning codes, technical regulations, norms, and rules for the design and construction of technologically complex structures. Currently, intensive engineering preparation of the territory is underway based on the permit previously issued by the administration of the Nakhodka city district. A construction permit for the marine terminal has also been obtained.
NFP is the key resident of Nakhodka Advanced Special Economic Zone (ASEZ). NFP is one of Russia’s top ten largest investment projects, and one of top 3 investment projects in the Russian Far East. NFP will contribute 49 billion rubles in taxes to budgets at all levels. In total, the plant will create over 1,500 jobs with competitive salaries, an expanded social benefits packages, comfortable working conditions, and additional medical insurance for employees and their children.
