NFP construction creates multiplier effect in the region
Nakhodka Mineral Fertilizer Plant at the construction stage is one of the drivers of economic growth in Primorye. The implementation of this large-scale project is in line with the state policy for development of the Far East as a national priority and is designed to bring the industry of the macroregion to a new level.
The Memorandum of Understanding for construction of the plant in Kozmino Bay was signed in 2016 on the sidelines of the Eastern Economic Forum (EEF). Further implementation of the project was supported through preferential treatment of priority development areas and a number of government programs.
Today, NFP ranks among the three largest investment projects in the Far East and among the top ten in Russia. The total financing volume is estimated at 217 billion rubles. In fact, 98 billion rubles has already been allocated for construction.
“Already today, we are creating new jobs, high-tech production and modern infrastructure. The project has a strong multiplier effect and supports development of local businesses. Up to 6,000 specialists from related industries are involved at various construction stages. Contractors from Nakhodka and Primorye are mainly engaged in the work. The plant is preparing qualified personnel in advance for the start of production, also focusing on local residents as much as possible. Today, 55 operators, laboratory technicians and dynamic equipment operators have either already completed or are pursuing their studies, including at leading enterprises in the industry of the country,” said Viktor Grebenyukov, Executive Director of NFP.
Construction of the plant is progressing on schedule with increasing pace. Waste Treatment Units, Access Roads, a Potable Water Tank have already been constructed, and a gas pipeline has been laid, opening up prospects for gasification in Nakhodka. Construction of Methanol Unit, a Tank Farm and Marine Terminal is in the active phase.
A large investment project has a significant social benefit. At NFP initiative, a long-term socio and economic development plan for Nakhodka was developed and funded, attracting additional federal funds to address urgent urban challenges. As part of the development plan, social projects are underway: schools, kindergartens, cultural and healthcare institutions are being modernized; new sports facilities are under construction, and well-organized public spaces are being opened. NFP environmental program enabled the establishment of a nursery for 200,000 seedlings, where about half a million young trees have already been grown over three years to restore the forest resources of Primorye.

Tax payments to the budget are expected to total 25 billion rubles during the tax holiday period, and approximately 13.5 billion rubles annually thereafter.
